Municipalities in Norway face increasing demands for efficiency, quality and accessibility. Digitization is crucial to meeting these expectations. This is not just about adopting new technology, but also about simplifying work, automating tasks and creating better flow in the working day.

As a digitization consultant, you will contribute to developing the municipality's services and working methods through smart use of technology. You will uncover bottlenecks, challenge established working methods and facilitate more efficient workflows. The role requires the ability to see the connection between people, processes and technology, and to translate strategic goals into practical solutions that create value for residents and employees.

The position will be particularly linked to the service area Health and welfare. The municipality is in the process of establishing an interdisciplinary e-health team, where you will have a central role. At the same time, the service area faces several major changes, including the introduction of a new patient record system and the replacement of several central specialist systems. You will contribute to solutions being adopted and creating gains through change work, training and close collaboration with the services. You must have a good knowledge of the systems, so that you can ensure that they are fully utilized.

Klepp municipality is part of the DigiJæren collaboration, an IT and digitization collaboration between the municipalities of Klepp, Time, Gjesdal and Hå. Here you will have colleagues in similar roles in the other municipalities and opportunities to collaborate on development, experience sharing and digital initiatives across municipal boundaries.

Tasks

As a digitization consultant you will, among other things:

• Drive digitization and development of services within health and welfare through project management, change work and close collaboration with management and the professional environment.
• Identify and remove bottlenecks in work processes through automation, integrations and smart use of technology.
• Operate, manage and further develop central professional systems and digital solutions in collaboration with management, users, suppliers and other professionals.
• Contribute to making good use of the systems we have, and introduce new systems and welfare technology solutions.
• Ensure that the solutions meet requirements for information security, privacy and good management of the municipality's data.
• Build digital competence through advice, training and support for managers, employees and super users.
• Contribute to building and developing the municipality's e-health team.

Qualifications

• Relevant higher education in digitalisation, innovation and service development, ICT, health informatics or equivalent.
  Long relevant experience can compensate for formal education.
• Documented experience with project management, change work and development of work processes.
• Experience of using digital technology to simplify, improve or automate work processes.
• Good knowledge of the municipal sector and especially the health and care services, including relevant professional systems and frameworks such as the project manager, model for healthy operation of welfare technology etc.
• Experience with system responsibility.
• Solid competence in information security and privacy, and ability to translate legal requirements and security requirements into practical solutions in digital services.
• Good oral and written presentation skills in Norwegian and English.
• The working language is Norwegian. Applicants from countries outside the Nordic countries must have a command of Norwegian at a minimum C1 level.
• Knowledge of health and care services or health-related education will be a plus.

You will listen to the Digitization Department in Klepp municipality, and answer to the digitization manager. In the digitization department, there are currently two digitization advisors, in addition to those responsible for IT operations and IT assistance. You therefore have a short way to those who can help with technical solutions and arrangements. And through IT help, you get a good understanding of what digital challenges employees have.
