Description: The Norwegian Customs Service has a high rate of development, and we are now looking for you who is an experienced process manager who can strengthen the execution capability of our recently established digitization program Future Customs Processing.
 
What is Future Customs Processing (FTB)?
In 2026, the Customs Service has started the digitization program Future Customs Processing, which will continue for several years to come. The program will simplify, digitize and streamline the flow of goods to and from Norway. Among other things, the program will facilitate better interaction between the Customs Service, other authorities, the EU and players in the business world. In this position, you will have a central role in translating the programme's ambitions into concrete implementation.
 
What will meet you in the role?
We are looking for you who can strengthen the ability to implement the programme's change and stakeholder work. You will drive transversal processes from issues and needs to clarification, decision making and follow-up. You must be able to quickly understand complex relationships, identify who needs to be involved, which dependencies need to be handled and which decisions need to be made. You will contribute to structure and progress across the programme, the Customs Agency's line organization and external actors, and translate strategic guidelines into concrete implementation.
 
You will be part of the Strategy and Investigation Department, which is located in the Customs Agency's management staff. The work tasks are part of the program's professional group for change and stakeholders.
 
Central work areas:

  • drive transversal processes from problem to clarification, decision and follow-up
  • identify necessary actors, dependencies and decisions, drive forward necessary clarifications and challenge constructively when responsibilities, decisions or progress are unclear
  • operationalize the program's change strategy and actor plans through concrete work processes, activities, responsibilities and milestones
  • ensure structure, coordination and progress, including identifying dependencies, bottlenecks and the need for decisions, and raise these to the right level
  • plan and facilitate involvement and work processes across the programme, the line organisation, business and sector authorities
  • follow up on decisions and clarifications and prepare necessary decision-making and management documents
  • contribute to the operationalization of the benefit realization work and follow-up of change-related risk

 
You have:
  • relevant higher education at Master's level. Particularly relevant experience and very good practical skills can in special cases replace the requirement for a master's degree
  • solid and documented experience in running complex, cross-cutting processes where progress has depended on several professional environments, organizational levels and decision-makers
  • experience from major change, digitization, program, project or transformation initiatives, preferably in complex organizations with several actors and dependencies
  • very good written and oral presentation skills Norwegian

 
It is an advantage if you have experience from the public sector and/or work at the interface between business, authorities and external actors.
 
The person employed must provide a satisfactory ordinary police certificate before taking up employment.

You understand who needs to be involved, where decisions need to be made and how different stakeholders and dependencies affect progress.
 
You take ownership of issues and drive them forward, even when responsibility, solution or way forward is not given. You work in a structured way, are analytical and have very good implementation skills.
 
You are confident in meeting different professional environments and organizational levels, build relationships and at the same time are able to challenge constructively when necessary. You thrive on creating structure and progress in complex issues and getting people with different skills and different perspectives to work towards a common goal.
